It might be hidden inside your avatar. Either try to cam move the camera inside your avatar or temporary edit your shape and set the belly sliders to 0, then edit the ring and move it away from your body, reset your shape and adjust the ring to fit properly. Before doing that make a copy of your current shape and the ring in case something goes wrong!

It is most likely not positioned correctly on your avatar; you'll have to select it and move it to where your belly button is. This is a common issue with prim clothing or jewelry.

A good way to select is to go someplace where you have nothing built, take off all your other attachments, then left click and drag a selection square over your avatar.  The arrows for positioning will appear and you can move the attachment where it needs to be.

If it says that it's attached, it's attached.  It's also probably inside you.  When clothing/jewelry designers make things that are meant to be attached, they usually do the final fitting on themselves or on an alt who is "average size."  That guarantees that the object will attach in roughly the right spot for most people.  If you are taller, shorter, slimmer, rounder, or otherwise differently challenged, however,  it won't fit as well, so you'll have to adjust it.

Stand on a pose stand so that you are immobile.  Then, use your camera to look inside yourself to find the belly ring. (You're all hollow inside -- no icky stuff.)  When you find it, use your edit tools to highlight it and then drag and rotate it to wherever you want it to be.  Once you have done that, the ring will remember.  If you take it back to inventory, it will pop to that new location next time you rez it.

This is good practice, BTW.  It helps you develop good camera skills and coordination and it will improve your overall appearance once you learn how to make ALL of your prim clothing fit better.
