Does anyone know how to either make the pool in a linden home work or if you can delete it

I want to be able to use/swim float or something in the pool inside my house, but i cant... i just walk across the looks like water part.

I don't think that is possible in a Linden Home as it is provided as is. If you want to change parts of a house yourself, you will most likely have to abandon the Linden Home and buy your own plot of land and house.

Even though the pool water is solid, you can use a "floatie" or other device -- even just a pose ball. Give it a try with a chair or a pillow or even a cube that you rez. Just sit on it and then lower it into the seemingly solid water. Then you can hop on and parts of you will be "in" the water.

If you had modify rights on the pool water, you would edit just that prim, unlink it from the pool and turn it phantom.

You cannot 'dig' a pool in your Linden home. However, you can put a jacuzzi or a big tub within the limits of your 117 prims count. Most of them come with poseballs and animations.

The reason it is solid is because linden homes are all linked as one object and you cannot link a phantom prim without making the whole house phantom. If you do not like the solid water, go to your control panel and change the water into something else. I think the options are, grass, dirt, sand or pebbles.
