Are these specs preferred for this Laptop? :)

Hi:)

im helping a friend get a laptop that will fall under the Preferred Specs ( i dont want the minimum requirements)

No, that’s too slow to provide anyone a satisfactory SL experience. At the bare minimum you’ll want a much faster processor (the base clock should be closer to 3GHz) twice as much RAM and at least Intel UHD 630 graphics, preferably something by AMD or nVidia instead of Intel. An SSD is good, but I’d go for something at least twice as big.

Also note that the latop is running windows 10 in s mode. there you can only install apps from the windows app store. you're only able to install other apps, when you disable the s mode.

and yes, the specs are very low. you would only be able to play sl with around 5-10 fps (when it would start) .... wouldnt be fun

If you have reasonable cash to spend: look for Ryzen Renoir laptops, a very fine fresh release.
The older Picasso gen with integrated Vega 8 graphics (for example, Honor MagicBook 15) should also work well. 

But guessing from those stats, it seems like yet another "$ 200 at best, preferably less" request. In that case, you even need a ton of luck to find a refurbished or second-hand model with acceptable specs.
