Yes.  They see you and hear you just fine.  You're the one that cannot hear them and depending on your viewer and settings they may appear gray or not at all.

They do not even know that you have blocked them unless you tell them.

They can see you and speak to you and even send you stuff, but you cannot hear them and anything they send you goes straight to your trash.

If you are in the same region and you block someone you see him grey. You look grey to him also. You can not read what he says and he can not read what you say.

@Love. I don't think that's entirely correct. When you mute/block someone, they may show as gray, and you will not hear their chat, nor receive their IM'. The person that you blocked will not see anything different; They will see you as normal, and can talk to you and IM you. They will not get a reply because you never get their conversations, but that is another matter.

If however the two of you are in the same group you will not see the other persons group chat, but if you reply in the group chat, the person will be unblocked.

@luc - i have experienced not seeing a blocked person's group chat, actually. i noticed cause other people were talking to him and saying his name in their responses.

to op; if it's interesting or not, idk, but muted people's chat do show up in your chat logs, if you have logging enabled. at least last time i checked anyway.

i wish inventory offers from muted people never reaches my inventory at all. kinda defeats the purpose, doesn't it...

@Bee. Thanks for pointing that out. I must have not fully understood how that worked - fortunately I never had to block anybody so I've only read (skimmed as it seems about this. I've corrected my previous post.
