Aren't Estate Owners now able to restart a region remotely from their own Estates page?

If you want help from LL, contact support. No one here can do anything.

If you are on a private estate, ask the estate owner to restart the region.  If you are on a mainland region, submit a support case to ask Linden Lab to restart it.  Anyone may request the restart of a mainland region.  You don't even need to live there, but you do need to submit a support case.  Cases in that category usually get instant attention -- within 20 minutes or so.

Yes.  And of course also from the World >> Region/Estate menu in the viewer.
