the outfit folder contains no clothing, body parts, or attachments.

I cleared the cache and relogged but nothing changed.

I waited about 30 minutes for things to load .... still nothing.

It does this periodically and it would nice to know how to solve it.

That response Lindal refers to might help, but the Outfits folder is already made up of small subfolders, one for each outfit.  If that's the only place you're having problems, there might be another explanation.  Take a look at http://wiki.phoenixviewer.com/fs_empty_outfit .
