Can someone please tell me how to transfer l$ from one account to another?

at every profile is a "pay" button

if you are near he other ...right click, pay

You need to log in to SL first (in world, not the forums, your dashboard, or your web profile). Then follow Alwin's instructions. You can open a person's profile by finding them in Search or your Friends list, or by right-clicking on their name in chat or an IM, or by right-clicking on their avatar or name tag.
