Why can't I share inventory between my two avitars?

Becuase they are two separate accounts.  Even if you own both of them, they are different accounts and you cannot pass no-transfer items between them.  As far as Linden Lab is concerned, your alt is like your best friend -- a close confidant but her own person with her own secrets.

Each avatar is considered as a seperate account. Inventory items are sold for the use of one avatar at a time.   

You can pass obects with transfer permissions back and forth, but can't transfer copy permission items. Copy and Transer items can sometimes be shared between alts if the license that comes with them specifically states you may share it with an alt.
