i bought riri inspired mesh head but how can i make the mesh eyes able to move

wrong place to ask, you have to be at the creator for specific questions about a item, or you can try it at the general forums. There's also a big chance the creator has his own group for productinfo, or read the notes that came with the item.

The Q & A forum can't give info on this kind of problems, there are so many items we should know about, thats impossible.

If the eyes are an integral part of the head, you can't.  To move, mesh eyes must be a separate attachment that is attached to the eyeballs of your base avatar.
