Are Raffle boards still allowed in SL?

If the board does not have the option for the owner to set it to require payment , and no one entering the raffle pays to enter, then they are allowed anywhere.  If however one of those two conditions are not met, they must be located on a gaming sim, developed by and owned by a licensed person.

Of course, the bed is MUCH more dangerous.

I think the TOS legality depends on what the winner(s) of the raffle receive.  The Second Life Wiki, says this:

What if no Linden dollars or other "consideration" are accepted or paid out?

If entry is truly "free" (as with a promotional sweepstakes), and the game's operator requires no "consideration" or payment from other players or entrants, then that activity will likely be permitted, assuming compliance with all other applicable laws.  If the "payout" involves objects that are more akin to novelty objects that cannot readily be converted into Linden dollars, real-world currency or value, then that activity will likely be permitted.

Breedables often have Raffles at every auction for a somewhat valuable breedable.  The fee per entry can be anywhere from 20$L to 200 $L, and there is no limit to the number of entries per avatar.  Only one avatar wins the no copy but transferable breedable, and usually all the proceeds go to the breedable owner.  The breedable, a kittycat box for example, may not READILY be converted to Linden dollars etc.  That must be the loophole that allows the thousands of breedable raffles to take place every year.

Sploders are legal if you always get back at least what you paid in, but would be gambling if you can lose money playing them, assuming they pay out in Lindens.

As usual the SL wiki was last updated in 2014, so there might be newer rules by now.

Edit: After reading that wiki again, it applies to Wagering.  I am not sure if a raffle for an object or payout is considered wagering:

The term "wagering" applies to any covered game or activity (i.e. game of chance, sports betting) in which a user contributes Linden dollars (or real-world money or things of value), whether into a pot, at a table game, at a house game, for purchase of a card (such as Bingo), or in any way risks Linden dollars based on whether an event may or may not occur, such as whether a team will win a sporting event, or whether Barack Obama will win the Democratic primary.
