No. You have to buy some L$ before your limits will increase.

Maybe I should add that we are also "only" normal residents as you and not able to change anything. And to buy the minimum amount you need to buy will not hurt you i guess. The longer you wait and complain, the longer it will take too.

Sven is right.  Not only that, but you don't have to be Premium to buy and sell $L.
