settings for a tv in SL

Probably not.  Sound being streamed into SL is all handled client side and not by the sim server.  The only thing you could do would be to shut the TV off and then turn it on again.  It probably start at thebeginning of your playlist again, but at least you'd be hearing the same music.

Luckily you mentioned TV, not radio, because the parcel audio is completely dependent on what the source URL provides to the player.  If it's a canned playlist, it will always play from the beginning; if it's streaming live content, of course, it will play whatever's currently streaming.

With parcel media, however, there is some faint hope, and your TV scripter might be able to help, using PARCEL_MEDIA_COMMAND_TIME, keeping track of how long it's been since the first audience member started listening, and advancing all subsequent listeners to be in sync when they join in.

Unfortunately, this only works for certain audio formats, served by certain providers, and played on certain machines (depending on operating system, not on viewer), so it's pretty unlikely that this will work -- and that's probably why I don't know of any TVs that actually try to do this.  (As you can probably tell, I experimented with it for a while and gave up.)
