It's because land impact is calculated to 1000ths (i.e. 0.000). So you can have a mesh that uploads at 0.500 (half a prim). In world when selected, it will round up or down. It's not that it has zero impact just that the impact isn't a whole number, which is why linking several begins to show higher numbers.

The minimum for any object is 0.5, 0.5 rounds up to 1. So if you see zero for landimpact that's either lag, as was probably the case here, or a serious bug. No object can have a landimpact of zero according to the "mesh rules".
