The Android viewer* is very inexpensive, considering the development effort that went into it and the pathetically tiny market for anything SL-related. All along the various web-based viewers have a whole different cost structure because they're server-side rendered, which means the customer is effectively time-sharing a high-end GPU, in addition to all the bandwidth costs the service must bear. So that's a recurring fee, and will inevitably be higher per month than the one-time app purchase price. Of course, it's all open-source, so anybody can make their own. It's not as if nobody has ever tried. *Not sure if I dare name it -- I know a Play Store link will get a post poofed here -- but I'll risk it: Lumiya.
