Go to debug settings and type in renderunloadedavatar. Select true and close. Your avatar should appear. Next remove/replace all your wearable layers and objects for each attachment point and your huds.

Replacing each layer should identify any corrupt layer not allowing you to rez properly

PS This includes system hair/eyes/shape and skin.

I am having this problem and this doesn't work for me. rebake textures gives me my hair a rough shape and blank skin,

when I try to add a clothing item I get a message in chat that says "Can't change appearance until clothing and shape are loaded.".

Other players say they can see me.

Okies, when this happens, and I mean no offense, typically your rendering speed is very slow. This can be due to a low end graphics card, too many programs running in the back ground causing slow comp response, low memory or processor speed. You may also have a slow connection speed. Without computer details and IP speed, it's hard to pinpoint an exact cause due to the multiple variables in place.

If your avatar will not downloaded, sometimes this is due to a bug that corrupts one of the 4 basic avatar elements (Hairbase, Shape, Skin, Eyes) so replacing those usually fixes things.

Method 1
Create a folder, name it something easy to find so you can always keep it in your inventory for future use, like Normal Me or whatever.
Put a copy of your usual basic components in there...Skin, shape, eyes, hair (including bald base) & a basic shirt and pair of pants.
Right click on the folder and select REPLACE

Method 2
Reset your avvie to default, depending which viewer you are using this is done here:
Advanced Menu >>Character>>Character Tests >> Test Male (or Female)
or
Developers Menu (ctrl alt Q)>>Avatar>>Character Tests>>Test Male (or Female)
