Lara, I am currently working on hiring staff for this exact thing at the Town of Avon Community RP. We do have working animations and plates that you can choose food from in a formal setting, but we will (eventually) have a full staff that will be paged, etc, with potential wedding packages and similar in the works.

Have you checked Splash Aquatics? They typically have very nice animals that have smooth animations. That being said, I'm unsure of how small you'd be able to actually make the creature. Another option is to search for full-perm whales. You wouldn't get the animations, but the whale would be there.
