That is if you bought it from Main Land ( Linden Lab) It would be weekly for most private estates And no you do not have to pay for editing terrain. I rent a parcel that's a little bigger than 1,024 (I can't remember the exact size) and have over 900 prims to work with. For that size on mainland, I'd get a little over 200 prims.
