How do i make a shoe/ foot shaper?

Shoe shaper?  Do you mean a shoe base? There's an old, but very good set of tutorials in Natalia Zelmanov's blog >>> http://www.mermaiddiaries.com/2006/12/day-94-creating-prim-shoes-part-1.html . She goes through the whole process of making old-style prim shoes.  Step one is making a shoe base.

You use the Appearance menu to create a new pair of shoes.  Distort your feet so they fit your prim shoe as well as possible (it won't be very well).  Save the new shoes.  That's your shoe base/footshaper!
