So tell your friend to try a different viewer and see if it makes a difference.  It's the obvious next step based on your synopsis of what your friend has done up to this point.

Maybe your friend could post details of his or her computer specs here -- something odd is clearly going on, but without the specs, it's simply a guessing game trying to suggest remedies.   I know you say there's "no issues" anywhere, but clearly there are some, somewhere (unless there's a problem with the sim -- has your friend tried logging in at other places?).

First off is there a reason for a dedicated partition on the hard drive for SL? (defrag?) Do you have it mounted correctly, configured to work with the rest of the drive. I run the cache on a second drive but would not split SL on to a second partition on a single drive system. Try run SL on the main drive (C:?) again.

Low frame rates are usually caused by graphics problems and connectivity problems. Are your drivers up to date on your graphics card and Ethernet adapter?
