Hello Eddie. The first i want to say is that remove the name of the resident. It is against Community Guidelines. About your question now, try to contact the estate owner or a manager or if it is in Mainland submit a ticket as already mentioned.

There are no ghosts.  LL resolved that problem with a server upgrade back in March 2011.  Please describe the situation that you are experiencing.  A sim restart may not be the appropriate solution.  You can add information to your original question by clicking on the Options link in its upper right corner and selecting EDIT.
