Residents under the age of 15 are only allowed to be in SL on restricted sims under the direct supervision of a sponsoring (and approved) organization.  If you know or have a good reason to suspect that a 14-year old is "off the reservation", you must file an AR with the relevant details and let LL handle it as a TOS violation.  See >> http://wiki.secondlife.com/wiki/Linden_Lab_Official:Teens_in_Second_Life
