My friend cannot seem too give me permissions Inworld, ANY answers?

Yup.  It's busted.  >>>> http://community.secondlife.com/t5/Second-Life-Server/Known-issue-with-granting-revoking-permissions/td-p/975953 .  LL is working on a repair to the server software, but for now that feature is misbehaving.  If you look at that thread, you'll see a workaround you can use if you only need to deal with one or two friends.  Otherwise, just wait.

This bug should be fixed today on RC BlueSteel sims & hopefully on all sims next week.
