No.  The Linden Homes only work on LDPW land and they are not available for purchase.

No, but if you were an experienced creator you could use the textures and extras in the content packs for the homes to build similar ones. The textures are used by people who make and sell add-ons for the homes. The textures are transferable. The other extras such as plants and fencing are not.
