I have a SIM and I can't lower any of my land.

I have contacted support but it's been several days and have not heard back.

Does anyone know if SL is having an issue?

Or, if this is a common problem, how can I fix it? 

I have already tried rebaking the land. That did not work.

try a restart for your REGION ?

Kind of a long shot, but… Your Region/Estate dialog doesn't have terraforming blocked, right? Like this:

and it has sensible, non-zero numbers as terrain raise/lower limits? Like this:
