This means date is not set and the default date is the Jan 1, 1970, the beginning of the Unix operating system epoch: https://en.wikipedia.org/wiki/Unix_time. Unix time is a measure in seconds used in computing like in LSL scripts.

I have a tenant since 1970 whose prim is dated that year. Yes, we were in a top-secret beta even before the invention of the Internet.

When my hospital files mess up or delete or disappear, sometimes they will have things like "AIDS Test: 1970". It's just one of those fillers that techs put in for "we don't know" or "we haven't fixed this yeat". If I were you, I'd keep it as it is!
