RAW Terrain Permissions

It has been quite a long time I've not done this, so apologies for the noobish question. I looked into the SL wiki, but was unable to find an answer.

What are the permissions needed to upload and download RAW terrain files? Or is this action absolutely restricted to the estate owner only?

i'm estate manager and see the same on my rented region, so guess it's indeed only the owner.

As far as I remember, I had to contact the owner who then had me give them the raw texture file for.them to upload to the homestead I was renting.

I was wondering why my homestead was doing this because I found a homestead based terrian file I want to use for the homestead since I am not good at landscaping and it already comes with the items listed in the terrain prefab.

Only the land owner has access to raw terrain files.
