Are you really talking about shapes or do you actually mean skins? Because shapes are done with the internal appearance editor. For skins you need a graphics tool like Photoshop or GIMP and the avatar template textures to actually know what part of a texture belongs to what body part.

No special program.  Just open Appearance, click on any of the buttons for adjusting your body, and start playing with the sliders.  I'd suggest starting with one of the freebie shapes that are in the Library folder in your inventory.  Modify a little bit at a time to see what each of the sliders does.  When you get bolder, start making big changes.  It doesn't cost a thing to experiment -- a lot cheaper than buying a shape that someone else made.  If you have several skins in your inventory, try each of them when you have changed your shape a bit, so you can see how a shape and a skin have to work together. Just have fun.
