A landscaper does the outside portion such as trees, grass, rock and perhaps terraforming if needed.  A builder is a whole other thing.  They build items such as houses either from mesh or prims.  If you want a home custom built, you need a builder not a landscaper.  A mansion type custom build may cost quite a lot just a heads up.

Zopper, if you are on a tight budget, you'll likely be better off finding a building on mp. Custom builds cost more.
