You can't -- only time does that.  

New players are restricted in how much they can buy in the first 30 days from their first transaction.  The limits will go up throughout that 30 day period and finally hit the normal max.

And after that first 30 days you can submit a support case and request a review of your account and an increase beyond the maximum. I have no idea how likely Linden Lab is to approve the request, but you can try.  Don't even bother in the first 30 days, though.  Your initial limit is there to protect you from spending wads of cash before you know how SL works and (more importantly) to protect Linden Lab from being accomplices in a quick money-laundering scheme.
