Hello, so the other week I tried to take out money from SL as I had been earning it slowly. I regret this deeply. First I gave my information to Tilia so I could process the money. It all went fine but then I was never able to add my Paypal to SL for some reason. I can't use Skrill for other reasons. So I tranfered my money back to SL and while trying to see if there was a way to delete my Tilia account I found this.

If your Tilia account is inactive for a period of 12 months, you are charged a small, monthly inactivity fee of no more than $3.00 to offset the engineering, support, accounting, and compliance costs of maintaining your account. This inactivity fee cannot reduce your U.S. Dollar balance below zero, and will never result in a new credit card charge. The inactivity fee does not affect your Linden dollar balance.

To avoid this inactivity fee, you need only to log into your account on the Second Life website at least once every 12 months. Additionally, Residents with a Premium membership will not incur an inactivity fee for as long as their Premium membership is current.

I couldn't find a way to delete the account, but now I just want to do it more. This is unacceptable. I swap accounts often and there are accounts I have that idle for over a year before I use them again. Do I have to pay 3 bucks because of that? This is a stupid. Is there anyway I can cancel this?

The inactivity fee only applies if you leave a USD balance on your account, with no activity to that USD balance, for over a year.  It does not apply to accounts with no USD balances in general or to the L$ balances.

That is correct, @RinnKitt.  The other solution is to simply log on with your account(s) on this website once every few months, and check your account balances.  That's all you need to do, you don't have to actually move any money around.
