Blender: What is the better option for making thick cloth?

Solidify with a certain thickness?  Then take out the quads that won't show and you don't need (very few creators do this however :D).   Not a clothing maker except in Sansar so take that as a bit of iffy advice LOL.

What Chic said is basically the essence of it, the alternate way is to select just the edgeloops around hems would be visable and then add solidify from the menu to just those loops and delete the joining ring of faces afterwards. Both need a little clean up afterwards, and personally i find it better to do just before export, after rigging.
