If you are new (or even just new to land ownership), I highly suggest that you take the "How to Buy and Rent Land in SL" class offered by Caledon Oxbridge University inworld on Saturdays at noon time SLT.

If you are a premium member, you can buy a mainland parcel and can either build a house, or buy one of the many houses for sale on the marketplace. Depending on the size of the parcel you buy, you may be charged a monthly amount (called 'tier').   The size of the land will determine how many objects you can put on the land, and the size of the house you can put on the land.    When logged in to your web dashboard,  you can to the "Land Manager" area (left sidebar of main dashboard page) and then "Land Use Fees" for further information about tier amounts.

If you are not a premium member, you can still rent a mainland parcel which you can put your own house on, or you can lease a parcel on a private estate which you can put your own house on.  (Private estates may indicate you are 'buying' the land, but is more of a lease situation, as you pay the estate weekly rather than paying tier directly to Linden Lab.

There is also a section in the Knowledge Base which has many articles regarding land.

You can certainly buy your own house and put it on bare land -- that's the most common approach, in fact. But you can't really buy the land in the sense that I'm sure you mean it. You'll have to pay a recurring fee (monthly or weekly[*]) whether you "rent" or "buy", and the distinction between renting and buying is subtle, mostly determining details of how you control the land and (usually) whether you can resell it or not.

Those recurring fees are the real cost of land in Second Life, but of course "land" in SL is really just a kind of access to a computer program, so it's not really surprising you have to keep paying for that access to keep that program running.

(Of course, there are always exceptions. Very early on in SL's history, there was a special charter membership offer that came with a permanent allotment of Mainland free of recurring fees, among other special benefits, all in return for a substantial investment in the nascent platform. That's long over, but you may encounter land still owned by those extreme oldbies, usually on the earliest continents.)
