There are several, Blender is a free one.

The best free one still available is Johan Durant's Second Life Clothes Previewer (SLCP), which you can download from http://forums-archive.secondlife.com/109/47/141938/1.html.  It has been largely superceded by Photoshop CS4 and CS5, which incorporate 3D modelling, but which are not free.  Other excellent 3D modelling software (Maya, Mudbox, etc) will also let you preview clothing, but again comes at a cost.

Take a look at the full range of texture-making tools at http://forums-archive.secondlife.com/109/47/141938/1.html and the list of templates and tutorials at http://wiki.secondlife.com/wiki/Clothing_Tutorials.  If you are just getting started, it pays to spend time working through as many of the tutorials (especially Robin Woods' and Natalia Zelmanov's) as you can.
