If they're in the same region, yes, typically. You can't combine them, however, if they're in different regions, or if the region happens to be one of the few that doesn't allow Join/Divide. (You can find that from About Land's "Region" / "Region/Estate" window, "Region" tab, "Allow Land Join/Divide" checkbox.)

As Qie says, they must be in the same region, and they also must be adjacent at some point (that is, they have to share an edge).

To join them, right click the land and choose "Edit Terrain", then choose the Select Land tool.  Drag out a selection box that includes at least some of both parcels.  Then In About Land, click the Join button.

Typo: That should be in Edit Terrain, click the Join button.
