Custom made heads?

Just curious if any one makes custom quality mesh heads- and maybe aplliers as well? Not worried about price, just want to know if it is possible?

Does Catwa offer this?

I don't think so, not any of the bigger head builders I would expect. The turnaround for a custom head would simply be too little for them to consider it.
But with Bento heads, you can create almost any face from the existing faces.

You might have luck with arranging a custom applier, but it's very unlikely that you'll find someone who will make you a custom mesh head. I know for a fact that Catwa won't do it, and I doubt very much that any other major mesh head creator will. It would involve many many hours of work for a single sale, so the cost would be incredibly high.

Is what you want so specialist that it can't be recreated with one of the many Bento mesh heads already available?

Your other option is to buy this (get the demo version first; it's fully functional but I believe there's no option to save your results) and play around with it. It's not as thorough as you might like, and as far as I know there's no Bento version, but it's something you could use to try creating what you want. I've given you the female version link there, but there's also a male version, shown in the Related Items section.

There definitely are people walking around with custom heads. Who is making them or how good they actually are is another issue. The problem is these people don’t really advertise that they make custom heads and they move in really small circles. It’s possible, but you really have to dig deep. 

Maybe search for groups that deal with mesh or do a post in the wanted section?

I'd imagine such a thing would leave you extremely broke. there are people that charge L$70,000 for custom skins, so i don't think i want to know what a custom head would cost you.
