Because you have never used the LindeX before, that's why.  No matter how long you have been in SL, you are a newbie with the LindeX until you have used it for the first time.  Then your trading limits (buying and selling) increase gradually over the next month.  After that, you can submit a support case to ask for a review of your trading limits.  Linden Lab tries to be very cautious about giving newbies too much flexibility with the LindeX, partly to protect them from themselves -- newbies tend to make uninformed bad decisions with L$ -- and partly to avoid encouraging people to use the LindeX for money laundering, which will get LL in trouble with the Feds.  So, the Lab makes people break into using the LindeX cautiously.
