That's because you are not getting fully logged in.  The "capabilities" are the internal permissions you need for access to key databases for your inventory, friends list, group lists, and a host of other things.  Without those, you can't function in SL.  The failure is typically due to an unreliable Internet connection.  You almost certainly have enough bandwidth -- everyone does, and SL doesn't really need much -- but you may be losing data packets in transmission or your connection may be slowing down unexpectedly.

Both problems are likely to surface the farther you are from California, where the Linden Lab servers are, but they could easily be caused by your own equipment. The first thing to do is to get off wireless, if you have been using it.  Linden Lab neither recommends nor supports wifi.  Use a DSL or direct cable connection to the Internet.  Then reboot both your modem and your router by unplugging them from the power for a few minutes, replugging them, and restarting your computer.

You can get this result sometimes, (depending on which viewer you use possibly) if the target region is simply not there, ie, it is either in the middle of a reset, or simply has closed. 

 

Try logging in at a different location on the grid via the destination guide or the featured events or via 'favorite landmarks' if you have enabled landmark logging in in preferences
