This is not necessarly bad, but means it was build when something called "Invisiprims" was still a think. Those prims did, what alphalayers do today, they did hide body parts. In your case, human legs. But Invisiprims were merely a glitch and years ago, a software update broke them forever. Beside editing the invisiprims to make them almost unnoticeable, using an alpha layer is what you should do. If you already wear an alpha layer for the head, click "add" instead of "wear" when you apply the alpha layers. They are worn like other system clothes and skins. The alpha layers are doing the job the old hack once performed but niw, the hack tha caused the invisiprm to work has been "fixed" and the prim itself is visible.
