I was renting a house and apparently the owner lost the land and when i came home no house empty land and i lost my items they were not returned to me how do i get them back

That's truly unfortunate but it does happen.  Submit a support case to explain the situation, but do it quickly.  Linden Lab will re-open a dead region once for a brief time to let former residents reclaim stranded items, but they wil usually only do it within a couple of weeks of the date when the region vanished.

If the land is empty (I mean, the land itself is still there, it hasn't been entirely deleted) then your objects are not lost.

They were probably returned to your Lost and Found folder as a "coalesced object".  Look in that folder for an object with the symbol of a little stack of cubes.  This single object is all your stuff.

Go to a public sandbox.  Stand well away from the borders, and rez the coalesced object.  All your stuff will appear, in the same relative positions as it was before.  Right click and Take your items back into inventory.
