you should get a message it is send. If you really doubt try resending.

But be sure you and the partner both have a positive balance... also here marriage isn't free

 

To be sure... see if your partner accepted, from that moment you will see his/her name in the parnterbox in your profile...

or simply ask...if he/she got the request

In addition to Alwin's suggestions, I have heard that the presence of those frilly unicode characters in a profile has prevented a partnership request from working. I don't see any in your profile, but if your partner has some, have him temporarily remove them.
