GIMP is free and is the one used the most often for those that can't afford Photoshop. Just be sure that you aren't trying to copy an inworld texture from an object since that belongs to the person that created it.

I own Photoshop CS 6, but I barely use it. The things I do most often in my work, I find easier on GIMP.

For more basic textures, like simple signs, I use Paint! and then save them as jpegs.

For more complex textures I use GIMP, sometimes starting the work in Paint! and then importing it to GIMP to finish off.

With GIMP, like Photoshop, you can work in layers and you can have full or partial transparency.  If a texture includes any degree of transparency, or 'alpha', I save it and export it as a Targa file, so the transparency works in SL.

Clothes can be made using free CMFF templates for 'system' or in the case of mesh clothes (if they're full perms) using the masks usually provided by the creator with the package you buy.
