If it's on your land, you can Return it.  Go to About Land/Objects.  Hit the Refresh button, and look for object owners you don't know.  Highlight those objects and hit Return.

If it's on a private estate or rented Mainland, contact the estate owner or manager or your landlord.  They'll return the object.

If it's on Linden owned public land, file a Support Case and an Abuse Report.  LL will remove the object.

While you are waiting, you can take steps to remove the annoyance, if not the object.  Find it using World/Area Search, or use World/Show More/Beacons and set to show beacons for sound-emitting objects.  It may also help to turn on visibility of transparent objects with CTRL+ALT+T.  Find the object, right click it, and select Mute.
