How to make a HUD to change textures on sl avatar clothes

i am not really an expert on this, but i think that is not possible.

Objects and prims are able to have a script inside, what is needed to be able to apply textures, a standard avatar isn't able to contain a script.

The reason mesh bodies can, is because they are in fact objects worn by the standard avatar.

It's sort of possible, but I think it would be a solution like the RLV functions available in some third party viewers, which allow you (or someone else) to put on or take off system clothing layers that live in a special folder in your inventory.  It would not be an attachable HUD.
