need help on premium membership, like to know how to set up security ,  rezz rights and media like tv and radio

None of that has anything to do with whether you have a Basic or a Premium account. 

You can rez ojects anywhere that you own land or anywhere that a group you belong to owns land (if the group has allowed you to create objects).  You can also rez objects on any land where the owner has given you permission. That includes not only private land but land that you rent or land that the owner maintains as a public sandbox.  You can find sandboxes by using your search function and typing in "sandbox".  If you are the landowner, you can set rez permissions with World >>> About Land >>> Options.

If you own land, you can set a media stream on it with World >>> About Land >>> Media (or Sound).  If a group you belong to owns the land, you will need to have permission from the group to change the stream.  You can buy (or make) a commercial TV or radio in world or in Marketplace to make the busines of setting media streams simpler (and more flexible).  If you do, that device will need to either be on land that you own personally or will need to be deeded to the group that owns it.  Read more at https://community.secondlife.com/t5/English-Knowledge-Base/Parcel-media/ta-p/700097 .

Security is highly overrated, IMO.  You cannot be harmed physically in SL and nobody can steal your stuff.  If you are not in world, you shouldn't worry about who might wander in to see what your stuff looks like.  I have been in SL for 8 years and have never bothered with security. If you are in world and you worry about people seeing what you are doing on your own land, set About Land >>> Options to prevent people outside the parcel from seeing or hearing what people inside are doing. If you really want to keep people from ambling into your space, you can either buy a commercial security system or set up detestable yellow ban lines around your property with About Land >>> Access.

Being a premium member has nothing to do with these things other than you can ask live chat questoins if you have any.  Basic members can do all those things too if they own or rent land.

For specifics about TV's, radios and security orbs you will need to read the instructions that come with them.
