when you buy a sim can you put it in the blake sea area without premission?

Relocating Regions must have permission of the region owner(s) to be located ajacent to existing regions. So if you found a nice facing edge to locate next to you may need to get permission by the region owners for 1) The facing edge region and the 2) each owner of the corner touching regions.

KarenMichelle is right in general, but as to your specific question, the answer is "no".  The Blake Sea is part of the Mainland, owned and operated by Linden Lab.  The closest private sims are the New England group, and I have no idea what sort of strings they pulled to get located next to the Blake.

There are more than two private estates connetced to mainland. There is a wintersports region as well. http://community.secondlife.com/t5/Community-General/Let-the-Games-Begin/ba-p/663570 . You might need to ask LL how to connect to mainland and also ask the private estates around the blake sea maybe, if you want to get connected directly to the blake sea. Connecting "behind" a private estate you will need their permission.
