Why, if I pay for a quarterly premium account, do I have a mere basic account and how do I fix that?

Where are you looking?  When I look at my login page for SL, I don't see anything that tells me whether I have a Basic or a Premium account.  I'd have to go to my dashboard at secondlife.com >>> Account to see that information.  If you have checked there and the information is wrong, give the Linden Lab billing office a call.
