who can do restarts on a sim?

Linden Lab can.  But they have a policy of noninterference with private estates, so in effect the answer is, "no."

Can you imagine if anyone other than a sim owner or estate manager had the ability to restart a sim? Some would do it just for the mischief, so no they cannot.

I'm assuming you're talking about private sims, but in case you're also talking about mainland sims, anyone can request a region restart on the mainland, via a support ticket, or via Live Chat if they are premium, but they have to have a good reason for requesting one, and are not guaranteed to have their request carried out.

Yes a private and wondered basically if there was any role other then estate manager that can do that and, of course, I do NOT want just anyone to do a restart - but if I'm not there and something happens - just wanted a back up. And, yes, I KNOW the answer but sometimes ppl have found ways around some of it.
