All we know are vague hints.  The Experience Permission System, an expansion of our familiar set of permission options, has been in the works for some time. It's recently been renamed Experience Keys.  Some new LSL functions were released last year in anticipation of the project -- llTeleportAgent was one of them -- but there has been no visible evidence of other progress.  The only information you'll see if you go searching are a few references in meetings of the Simulator User Group. The best way to find out as breaking news happens is to follow Nalates's blog.  She is usually aware before the rest of us.
