Is it possible to design and lay out a newspaper in SecondLife?

Most of your design and layout would be done in an external graphics program (Photoshop, etc). Then you would import the texture(s) into SL.

For a simple two-sided one-page broadsheet, you'd just have to apply the textures to an appropriately sized prim.

If you want/need a newspaper with multiple pages, you'd need to have a scripted object that would allow you to turn the pages. Here's an example of one such "printing" system. There are others.

As the others point out, there are lots of ways to get media into SL...as a bitmapped texture, or as "media on a prim" which enables you to display a web page on a Second Life object.

However, the tools for creating written media WITHIN Second Life are very primitive.  You can only write notecards, and they cannot be formatted in any significant way...no change of fonts, no bold or italics, no fixed margins, and no columns.  Think "Notepad" and you'll have the idea.
