I WOULD ask the owner of this photo, but they only speak Japanese -- and google Translate is pretty much a smack in the face in my opinion. So do any of you know where I can find that hair and skin?

I would try Google Translate anyway. It often gives better results than one could expect. Ask your question in very simple words, without any abreviation, like "where are this skin and hair from".  And post it in English too. I just tried Google: the translation makes sense.

i just did a search on the market place for the hair under pigtails..

a general moderate adult 96 item per page and had 38 pages to look through..and only found similar hair styles and no matches..

 

you could try looking to see if one of the similar ones would work for you..there were some pretty nice ones..

pretty sure it's the sugar garden like you say. I have one of there skins and it's a very VERY similar style. Also they make appliers.
